just go to the HAARP website and view frequently asked questions.. at the bottom you should find your answer.. but you may have to have some knowledge in frequency and watt amplification

Let me get this straight.

You claim HAARP can change the weather. To support your claim, you direct me to the official HAARP web site which explicitly states that HAARP is not capable of changing the weather and then explains why.

I think it's safe to say that at this point, even your fellow conspiracy theorists would consider you a failure.

Is HAARP capable of affecting the weather?
The HAARP facility will not affect the weather. Transmitted energy in the frequency ranges that will be used by HAARP is not absorbed in either the troposphere or the stratosphere - the two levels of the atmosphere that produce the earth's weather. Electromagnetic interactions only occur in the near-vacuum of the rarefied region above about 70 km known as the ionosphere.

The ionosphere is created and continuously replenished as the sun's radiation interacts with the highest levels of the Earth's atmosphere. The downward coupling from the ionosphere to the stratosphere/troposphere is extremely weak, and no association between natural ionospheric variability and surface weather and climate has been found, even at the extraordinarily high levels of ionospheric turbulence that the sun can produce during a geomagnetic storm. If the ionospheric storms caused by the sun itself don't affect the surface weather, there is no chance that HAARP can do so either.

no ..in the question and answer page.. it says it does not change the weather.. but it does say that it has the capability to modify changes on earth , it is only a question of moral character.. i told you to read up on watts and waves and then read the page.. i can tell you did not.. because yo are skimming over the page like a lay-person and one who hasn`t studied the knowledge of radio frequency..I worked with frequency for some time. it can be distorted.. and with a system as sophisicated as HAARP ..distortion on a high level can be manufactured..why are you so primitive in this age of innovation.. the smoking gun are the E.L.F. waves or watts.. that can permeate deep inside the earth.. maybe before you close the book you should research this thing..more it is evident that you are not.. too adept in the technology field ..

Please cite some actual scientific research indicating that E.L.F. waves can be bounced off the ionosphere, back down to Earth and them penetrate the crust. So far your messages have been nothing but a long list of bald assertions and ridicule without any supporting evidence. I'm getting tired of asking for supporting evidence that you have yet to actually provide.

ha ha ha .. the evidence is clear.. HAARP uses ELF waves..these waves can produce and esrth quake.. will HAARP admit to criminal intent ?.. I don`t think so.. do you.. therefore it is left up to the person..untill some type of investigation can be done at the site..this is what you are looking for I have proven that Haarp can in fact cause an earth Quake.whether they did in Haiti ..many people think so.. from the evidence recorded of the rainbow clouds before the quake to the sonic boom.. witnessed.. . you just are ignorant of the facts.. and do not realize the potential of ELF wave.. It is a fact that these waves are used by HAARP by their own admission..

Do you have any EVIDENCE to support this claim? Are there any actual scientists who have published papers supporting this claim? Is there ANYTHING you can offer to provide evidence in support of the claim that ELF waves can cause earthquakes?

As the quote goes "That which can be asserted without evidence can be dismissed without evidence." You have offered no evidence that HAARP is capable of causing anyone any harm at all. You've made plenty of accusations, but I have yet to see you provide any evidence to back up your claims.

You have yet to offer any evidence that there IS criminal intent, or even offensive capability in HAARP. Why bother investigating an unsupported rumor with no scientific validity?

Then send me links to your alleged evidence. Do you have any? Please keep in mind youtube videos are not evidence. So far all youve sent me are accusations and insults. You have offered NO evidence.

What proof do you have that ELF waves are dangerous or capable of causing earthquakes? Repeating your claim over and over again does not constitute evidence.
